Dear Editors,

I am Li Ming, a college student of Peking University. I have recently witnessed the futility of our attempt to restrict the use of plastic bags in many regions, which leads to a deteriorating environment in our city. Consequently,Ifeel it urgent to bringforward effective solutions to tackle the problem.

Firstly, it's time for our government to charge higher taxes on plastic bags; on top of that, we should boost a recycling economy through R&D, featuring the use of renewable materials; last but not least, all the citizens should raise their environmental awareness and contribute voluntarily and jointly to the elimination of "white pollution" in our city.

I hope that you will find my recommendations useful in our collective efforts to protect our common home.

我叫李明，是北京大学的学生。最近，我发现我市许多地方进行的限制塑料袋使用的尝试都徒劳无功，也导致了环境不断恶化。因此，提出这个难题的解决方法，在我看来已经刻不容缓了。

首先，政府应该加大对塑料袋使用的征税;其次，我们应当通过研发，促进以可再生材料使用为特征的循环经济的发展;最后，所有居民都应当提高环境意识，一起自觉地为减少“白色污染”做出贡献。
